Abandoned Mine Reclamation Improvements Act - Amends the Surface Mining Control and Reclamation Act of 1977 to direct the Secretary of the Interior to invest that part of the Abandoned Mine Reclamation Fund (the Fund) not required to meet current withdrawals. Requires the interest earned from such investment to be deposited in the Fund.

Requires a State to have in effect a State Reclamation Plan and surface mine regulatory program in order to collect its reclamation fee payment. Permits a State or Indian tribe to have such payments made annually or quarterly. Provides that such payments shall be equal to 50 percent of the funds collected in any State or Indian reservation.
