National Commission on Down Syndrome Act - Directs the Secretary of Health and Human Services to establish a National Commission on Down Syndrome to formulate a long-range plan for the study, prevention, and treatment of Down Syndrome.

Requires a final report to the President and the Congress within 12 months after the Commission is organized. Requires the Secretary to submit a related budget analysis to specified congressional committees. Terminates the Commission three months after submission of the final report.

Authorizes specified appropriations.
