Amends the Highway Revenue Act of 1982 to repeal the increase in the highway use tax.
Amends the Internal Revenue Code to increase the excise tax on diesel fuel and special motor fuels from nine cents to 13 cents in increments through 1985. Earmarks one cent of such tax for the Mass Transit Account of the Highway Trust Fund.
