Fair Lab Payments Act - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to provide that payments with respect to covered diagnostic lab tests shall be 100 percent of the established payment rate. (Under current law, such payments equal 100 percent of the negotiated rate).

Directs the Secretary of Health and Human Services to establish payment rates which shall be considered the full charge for low-cost diagnostic tests (tests which cost less than $15.00).
