Plain-English summary
Establishes a Commission on the Eleanor Roosevelt Centennial to encourage and coordinate Federal observance of October 11, 1984, the centennial of Eleanor Roosevelt's birth.
Directs the Secretary of the Interior, acting through the Director of the National Park Service, to complete the renovation of the Eleanor Roosevelt National Historic Site at Val-Kill in Hyde Park, New York, in FY 1984, sufficiently to open it to full public visitation.
Authorizes appropriations.
