Plain-English summary
Amends the Freedom of Information Act to exempt from the disclosure requirements matters relating to: (1) internal personnel rules and practices and training or reorientation of personnel of the Central Intelligence Agency; (2) special activities, clandestine collection, or covert operations of the CIA; and (3) internal operation, office management, or organization of the CIA.
Eliminates Federal court jurisdiction to enjoin the CIA from withholding records, except personnel records of an individual the disclosure of which is necessary for obtaining employment outside the Agency.
