Plain-English summary
Maritime Services Financial Responsibility Act of 1982 - Requires owners of vessels engaged in foreign commerce and using the ports or navigable waters of the United States to establish and maintain evidence of financial responsibility to meet claims in connection with maritime services.
Directs the Secretary of the Treasury to refuse clearance to such vessels which upon request do not have certification from the Federal Maritime Commission of compliance with this Act. Authorizes the Secretary of the department in which the Coast Guard is operating to deny entry to, or detain at, any port or place in the United States any vessel which does not comply with provisions of this Act.
