Hazardous Waste Management Act of 1982 - Amends the Solid Waste Disposal Act to prohibit the landfill disposal of any hazardous waste in liquid form or having any liquid content, whether or not such waste is mixed with solid or partially solid hazardous waste, and whether or not such waste is placed in containers before disposal in the landfill.

Prohibits the landfill disposal of the following, except where there is no feasible alternative means of treatment, recovery, or disposal which will protect human health and the environment: (1) hazardous wastes that are known to possess the chemical or physical-chemical ability to penetrate the clay and synthetic membrane liners used at the landfill; and (2) acute hazardous wastes.

Sets forth the effective dates of the prohibitions contained in this Act.
