Social Security Benefit Restoration Act of 1982 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to reinstate, with specified revisions, the formulas for computing the primary insurance amount and maximum benefits which were in effect with respect to benefits for December 1978.

Requires the Secretary of Health and Human Services to recompute the primary insurance amounts of title II beneficiaries whose benefits are based upon the formula for computing the primary insurance amount as in effect with respect to benefits for months before January 1983.
