Social Security Rights Act - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to replace lost, stolen, or undelivered benefit checks within ten days after an individual submits a written request for a replacement check or give a written explanation of why the individual is not entitled to a replacement check.

Requires that decisions on benefit claims or entitlement be made within specified time periods. Provides for payment to an individual of an amount equal to the monthly benefit claimed by such individual if any decision with respect to such individual's benefit claim or entitlement is not made within the time specified by this Act.

Requires that payment of benefits on approved claims begin within a specified time period. Provides for payment to an individual of an amount equal to the monthly benefit approved if such individual does not receive a benefit check within the specified time period.
