Small Businessman and Farmer Interest Rate Relief Act - Directs the Secretary of the Treasury to develop a plan containing recommendations for implementing legislative and administrative actions which will result in a lowering of interest rates and to transmit such plan to Congress not later than 60 days after the date of enactment of this Act.
