Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to include services rendered by a nurse-midwife.

Defines "nurse-midwife" to mean a registered nurse who: (1) has successfully completed a prescribed course of study or has been certified by a recognized organization; and (2) performs services (including antepartal, intrapartal, postpartal, and gynecological services) in the area of women and baby care.
