Amends the Education of the Handicapped Act to authorize appropriations in necessary amounts for fiscal year 1983 and for each of the succeeding fiscal years for: (1) regional education programs; (2) grants or contracts to improve recruiting of educational personnel and dissemination of information concerning educational opportunities for the handicapped; and (3) research in the education of the handicapped.

Authorizes appropriations in necessary amounts for fiscal year 1982 and for each of the succeeding fiscal years for: (1) instructional media for the handicapped; and (2) research, training, and model centers for special programs for children with specific learning disabilities.
