Right to Life Act of 1981 - Defines "person" to include the unborn for the purpose of the right to life guarantee under the fourteenth amendment.

Prohibits any inferior Federal court from issuing injunctive relief in any case arising out of State or local law that prohibits or regulates abortion or the provision of public assistance for the performance of abortions.
