Official title: A resolution to express the sense of the House of Representatives that for the purpose of apportionment of Representatives in Congress among the several States, aliens not lawfully admitted into the United States should be excluded in the decennial census from the tabulation of total population by States; and that the Representatives in Congress should be apportioned among the several States on the basis of the number of persons in each State excluding such aliens.
