Official title: A resolution to express the sense of the House of Representatives that the leaders of the Soviet Union should permit the emigration of Jews and other individuals wishing to emigrate from the Soviet Union, should remove restrictions in the Soviet Union on the practice of religion and the observation of cultural traditions, should remove restrictions surrounding individuals who undertake scientific and intellectual endeavors, and should stop the official harassment of individuals who wish to emigrate, practice their religion, or observe their cultural traditions.
