Amends the General Education Provisions Act to direct: (1) the National Center for Education Statistics in consultation with the Office of Education, to collect data from the States, and publish an annual digest, on the status of rural education; and (2) the Commissioner of Education to pay particular regard to rural-urban equalization in awarding State grants for the development and implementation of educational resources equalization programs.
Amends the Education Amendments of 1978 to include rural school financing problems within the areas of educational financing to be studied by the Advisory Panel on Financing Elementary and Secondary Education.
