Amends the Communications Act of 1934 to require each television broadcast station licensee to, by contractual agreement, participate in a program, with the national television broadcast network with which such licensee is affiliated, which permits such licensee to view, not less than 30 days before the scheduled transmission of a program, any entertainment program material provided by such network which is intended for prime time viewing.
