This resolution establishes (1) the Senate Active-Duty Military Spouses Fellowship Program, and (2) a central program to administer all of the Senate's military-connected fellowship programs.

The newly established central program, the Stars of Valor Fellowships Program, must oversee and provide fellowships through the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program, the McCain-Mansfield Fellowship Program, and the newly established Active-Duty Military Spouses Fellowship Program.

Under the Stars of Valor Fellowships Program, qualifying individuals may serve a 24-month fellowship in the office of a Senator. The Senate Committee on Rules and Administration must issue regulations for program administration, including eligibility criteria.
