This bill increases the authorization of appropriations for implementation of the San Joaquin River restoration settlement, which resolved a legal dispute regarding fish populations and water supply in the San Joaquin River in California. 

The bill also increases the authorization of appropriations for improvements to the Friant Division of the California-based Central Valley Project, a network of dams, reservoirs, and other facilities that supply domestic and industrial water.
