This bill requires Congressional Budget Office cost estimates for legislation to include an estimate of the cost to each U.S. citizen for carrying out the legislation. Specifically, the estimate must include each citizen's pro rata share of the change in total federal spending and total federal debt if the legislation is enacted.
Referred to the Committee on Rules, and in addition to the Committee on the Budget, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
