This bill requires the U.S. Postal Service to issue a Manatee Semipostal Stamp.

Proceeds from the sale of the stamp must be transferred to the U.S. Fish and Wildlife Service for purposes of conserving manatees and manatee habitat in the United States.

The stamp must be made available to the public for at least two years.
