Application Privacy, Protection, and Security Act of 2020 or the APPS Act of 2020

This bill directs mobile device application developers, before the application collects personal data about the user, to notify the user and obtain the user's consent regarding the terms and conditions governing the collection, use, storage, and sharing of such personal data. Such notice must include (1) the categories of data that will be collected, (2) the categories of purposes for which the data will be used, (3) the categories of third parties with which the data will be shared, and (4) the retention policies with respect to the data. Mobile device application developers also must provide users with a means of withdrawing consent to the collection of such personal data.
