Domestic Terrorism Penalties Act of 2019

This bill addresses domestic terrorism by establishing criminal penalties for murder, assault, and other specified crimes when they are committed with the intent to (1) intimidate or coerce a civilian population; or (2) influence, affect, or retaliate against the conduct or policy of a government.
