Amends Rule XIV (Order and Priority of Business) of the Rules of the House of Representatives to require votes to be held in the House or in the Committee of the Whole House on the State of the Union for five consecutive days each week, except during any recess or during any week in which there is a holiday (when the number of consecutive days on which votes shall be held is four).

Limits to 13 the number of recess weeks during each calendar year.
