Stop Congressional Retirees Accessing Perks Act or the SCRAP Act

This bill terminates certain benefits for former Members of Congress, including payments of death gratuities to survivors of Members of Congress, coverage under the Federal Employees' Retirement System and the Federal Employees Health Benefits Program, and certain benefits and services provided to former Members of the House of Representatives (e.g., access to the House chamber, parking spaces, or the Members' Dining Room) unless the benefits or services are made available to the public.
