Biennial Commission on Energy Policy Act of 2017

This bill amends the Department of Energy Organization Act to establish the Biennial Commission on Energy Policy.

The commission must be composed of 15 members from a diverse group of industries and political party affiliations with no federal, state, or local officers or employees. The commission must:

  • carry out specific analytical and research tasks related to a broad range of energy issues; and
  • report to Congress on its findings, conclusions, and recommendations for legislative and administrative actions to create an integrated and comprehensive national energy policy for the United States.

This bill replaces provisions requiring the President to submit a biennial National Energy Policy Plan.
