Student Loan Lower Interest Rate and Lower Monthly Payment Refinancing Act of 2017

This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to address refinancing of student loans, including to authorize states and private lenders to refinance federal student loans at lower market-based variable interest rates.
