Family Stability and Kinship Care Act of 2015

This bill amends part E (Foster Care and Adoption Assistance) (renamed by this Act Federal Payments for Foster Care and Permanency) of title IV of the Social Security Act (SSAct) to give states the option of providing certain time-limited family services, including parenting and family skills training and counseling, to a child meeting certain criteria or the child's parents or kin caregivers.

SSAct title IV part B is also amended to:

  • eliminate the time-limit for family reunification services,
  • increase the mandatory funding authorization for the Promoting Safe and Stable Families Program, and
  • extend funding for Family Connection Grants for one year.
