Transparency in Rule Making When Using Scientific Testing Act of 2015

Requires the general notice of proposed rulemaking published in the Federal Register to include any scientific research of which the agency is aware and which is relevant to the rulemaking. Defines "scientific study" for purposes of the rulemaking process.
