(Sec. 1) This bill authorizes the Federal Energy Regulatory Commission (FERC) to extend by six years the time period during which Wilkesboro Hydroelectric Company is required to commence construction on the W. Kerr Scott Hydropower Project located on the Yadkin River in Wilkes County, North Carolina.

In addition, FERC must reinstate the construction license if it is expired.
