This bill amends the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 to:

  • authorize the Secretary of State to award a local guard contract abroad under the diplomatic security program on the basis of best value (as determined by a cost-technical trade off analysis); and
  • report to Congress for each such contract providing the basis for the award and an explanation of the inability to satisfy the Department of State's needs by technically acceptable, lowest price evaluation award.
