Helping Military Children Succeed in Schools Act - Amends the school improvement program under part A of title I of the Elementary and Secondary Education Act of 1965 (ESEA) to require states to include in their annual state report cards information regarding the number of, and the academic achievement of, their military-connected students (students who have a parent who serves in the Armed Forces).

Prohibits that academic achievement information from being used for school or local educational agency accountability purposes under the ESEA.
