Declares that the House of Representatives commits itself to fully spending the receipts of the Harbor Maintenance Trust Fund on U.S. ports and harbors each year.

Affirms that the Fund's surplus should be spent down to zero on such ports and harbors as soon as possible.

Urges U.S. ports and the Corps of Engineers to make all necessary preparations for the expansion and acceleration of port and harbor dredging by 100% use of Fund receipts.
