Recreational Vehicle Certainty Act of 2014 - Amends the Manufactured Housing Construction and Safety Standards Act of 1974 to exclude from the definition of "manufactured home" covered by the Act any recreational vehicle designed as temporary living quarters for recreational, camping, travel, or seasonal use and built in compliance with consensus standards for such products, including:
- a self-propelled motorhome or recreational vehicle trailer towed by another vehicle without a special highway use permit and regulated by the National Highway Traffic Safety Administration (NHTSA) as a vehicle; and
- a park model recreational vehicle with a gross area of up to 400 square feet and meeting other specified criteria.
(Currently, the definition excludes any self-propelled recreational vehicle.)
