ACA Open Enrollment Extension Act of 2014 - Amends the Patient Protection and Affordable Care Act to extend the initial open enrollment period provided by a state health care exchange so that the period closes on a date not later than April 30, 2014, specified by a state electing the extension not later than March 31, 2014. Provides a similar extension process with respect to the exchange established by the Secretary of Health and Human Services (HHS).

Provides similar terms for initial or special enrollment periods applicable to other health insurance coverage in the individual market.

Amends the Internal Revenue Code to exempt individuals, for taxable year 2014, from the penalty for not maintaining minimum essential coverage for any month ending on or before the initial enrollment period closing date for the state of the individual's residence.
