Promoting Assistance with Transitional Help Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act, with respect to the state maintenance of effort required to avoid a reduction in its TANF grant, to include as qualified state expenditures transitional cash assistance provided for up to one year to otherwise eligible families who have exceeded the five-year limitation on TANF assistance.

Specifies as transitional cash assistance an amount necessary to replace the loss of any food assistance, rent assistance, low-income energy assistance, and childcare assistance lost as a result of increased family income from earnings or child support payments.
