Ansar al-Sharia Terrorist Designation Act of 2013 - Directs the Secretary of State to report to Congress on whether the Libyan faction of Ansar al-Sharia meets the criteria for designation as a foreign terrorist organization, and if not, a detailed justification as to which criteria have not been met.

Expresses the sense of Congress that the Libyan faction of Ansar al-Sharia should be designated as a foreign terrorist organization.
