Taxpayers' Cancer Research Funding Act of 2013 - Amends the Internal Revenue Code to allow taxpayers to designate on their tax returns a $5 contribution to the Breast and Prostate Cancer Research Fund ($10 for joint returns).

Establishes in the Treasury the Breast and Prostate Cancer Research Fund to award grants for breast or prostate cancer research.
