Requires the Secretary of Health and Human Services (HHS) to establish a program of grants to allopathic or osteopathic medical schools for the purposes of constructing, renovating, or improving school facilities and increasing the supply of physicians.

Sets forth criteria for the allocation of funds, with priority given to new schools, schools looking to create a new branch of an existing school, and schools that serve medically underserved areas.
