Condemns Russia for: (1) supporting the criminal regime of President Bashar al-Assad in Syria, (2) transferring weapons to the Assad regime, and (3) opposing resolutions from the U.N. Security Council regarding Syria.

Concludes that Russian actions have: (1) enabled the Assad regime to maintain power and perpetrate mass atrocities; and (2) undermined U.S. national security interests, as well as the stability of the entire Middle East.

Urges Russia to: (1) end weapons transfers to the Assad regime; (2) call on the Assad regime to end all violence against civilians; (3) support international sanctions against Syria; and (4) support a peaceful transition of Syrian government leadership, starting with the early departure of Bashar al-Assad.
