The resolution provides that an amendment in the nature of a substitute consisting of the text of the amendment recommended by the Committee on Ways and Means now printed in H.R. 705 shall be considered as adopted. The resolution waives all points of order against provisions in the bill, as amended. The waiver of all points of order against provisions in the bill, as amended, is prophylactic in nature.
