Early Treatment for HIV Act of 2012 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give states the option to provide Medicaid coverage for low-income HIV-infected individuals, and (2) provide an enhanced federal medical assistance percentage (FMAP) to states taking this option.

Amends SSA title XI to exempt medical assistance for optional low-income HIV-infected individuals from the funding limitation for territories.
