Putting Drug Free Families First Act of 2011 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to require states to test applicants for and recipients of assistance under state TANF programs for illegal drug use. Prohibits a state from providing TANF assistance to individuals who test positive for an illegal drug.

Prescribes an administrative penalty for failure to implement illegal drug use testing.
