School Building Enhancement Act - Authorizes the Secretary of Education to provide grants to: (1) states and local educational agencies (LEAs) for providing intensive technical assistance for, and assisting the implementation of, the EnergySmart Schools Program of the Department of Energy (DOE) and the Energy Star for K-12 School Districts program of the Environmental Protection Agency (EPA); (2) LEAs that become partners through such Energy Star program; and (3) states for use in the development, in partnership with the Secretary of Energy, of state-level school energy efficiency quality plans.

Requires the Secretary of Education to give priority to projects to provide assistance to state and local educational agencies with a demonstrated need for energy efficiency improvement.
