James Monroe Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $50 gold coins, $1 silver coins, and half-dollar clad coins in commemoration of the bicentennial of the election of President James Monroe, the fifth President of the United States.

Authorizes the issuance of such coins only during the one-year period beginning on January 1, 2016.

Requires all sales of coins minted under this Act to include specified surcharges, which shall be promptly paid to the James Monroe Memorial Foundation for specified uses.
