Wasteful Presidential Coin Act of 2011 - Terminates the program for redesign and issuance of circulating $1 coins honoring each of the Presidents of the United States (Presidential $1 Coin Program).
Prohibits the minting or issuance of any $1 coin during any period in which the number of $1 coins issued, but not in circulation, is more than 10% of the number in circulation.
