Breast Cancer Recovery Improvement Act - Amends title XVIII (Medicare) to require payment for post-mastectomy external breast prosthesis garments regardless of whether such items are supplied to the beneficiary before or after the mastectomy or other breast cancer surgical procedure.

Directs the Secretary of Health and Human Services (HHS) to develop policies to ensure appropriate beneficiary access and utilization safeguards for such items.
