Mourns the loss of life and expresses condolences to the families of those killed and injured by floods and mudslides from the February 2010 storm that hit Madeira Island.

Expresses solidarity between the people of the United States and Madeira and recognizes the historical ties between Portuguese-Americans, Portugal, and the Madeira Autonomous Region.

Applauds the rescue efforts of fire, medical, and military personnel and other volunteers.
