Amends S.Res. 73, 111th Congress (authorizing expenditures by Senate committees and establishing a Special Reserve within funds in the Expenses of Inquiries and Investigations account) to increase such funds for March 1, 2009-September 30, 2009.

Declares that such additional funds shall not be considered to be subject to a specified 89% limitation on Special Reserves.
